言論自由和民主參與對撞了，怎麼理解？
基本自由權和民主參與，既相互依賴又會相互干涉。絕對的消極自由會傷害好的民主參與。沒有消極的言論自由，就不可能有好的民主參與。但沒有好的民主參與，無法保障消極自由，也會傷害消極言論自由的目的。
