一九八六年七月，經濟部宣布六輕開放民營，台塑爭取多年的輕油裂解廠終於有果。然而在預定建廠的宜蘭、桃園，卻遭遇環保團體以及當地民眾的頑強抵抗，直到一九九一年，政府提供多項優惠措施，讓六輕到雲林離島工業區落腳，才總算塵埃落定。
